工作内容
Within delegated authority, the Programme Management Officer will be responsible for the following duties:
•Participates in the development, implementation and evaluation of the Division’s programme plan
performance; monitors and analyzes programme implementation; reviews relevant documents and reports; identifies problems and issues to be addressed in programme implementation and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Participates in the review of studies, reports, background papers, parliamentary documentation, statements and briefing material on a wide range of social development and related issues, as required; and researches, analyzes and presents information gathered from diverse sources, to support preparation of the Division’s substantive outputs.
•Performs consultations with Chiefs of Branches, in collaboration with the Office of the Director, by planning and facilitating briefings and interactive sessions, as appropriate, to assist in developing the Division’s work plan.
•Coordinates the Division's recruitment of permanent and temporary staff and non-staff personnel providing guidance on all aspects of the recruitment process relevant to the Division, including development and review of job descriptions and terms of reference, preparation of temporary job openings and regular job openings, establishment of interview and assessment panels, development and implementation of assessment exercises and interview questions, screening of candidates, and preparing and finalizing documentation and final memos;
•Assists in policy development, including the review and analysis of issues and trends, preparation of
evaluations or other research activities and studies.
•Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses,
identifies problems/issues and prepares conclusions.
•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Coordinates activities related to budget and funding (programme/project preparation and submissions,
progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Performs other duties as required.

专业要求
Advanced university degree (Master’s degree or equivalent degree) in business or public administration, management, economics, social science or a related field is required. A first-level university degree in combination with additional two years of qualifying work experience may be accepted in lieu of the advanced university degree.
工作经验
A minimum of five years of progressively responsible experience in project or programme management,
administration or related area is required.
Experience with human resource management, budget and work plan formulation in an international
intergovernmental organization is desirable.
Experience in socioeconomic development, policy analysis or related area is desirable.
语言要求
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
