Under the direct supervision of the Director of the Transport Division, the incumbent is responsible for, but not limited to, performing the following duties:1. Provides and participates in the formulation, organization and management of mandated programmes promoting sustainable transport related initiatives with focus on road safety, rural transport development, innovation of transport technologies especially intelligent transport system (ITS) and urban transport, in particular in least developed and landlocked developing countries and the formulation of possible economic strategies, policies and actions for adoption by the member states;2. Leads or participates in the identification of new emerging development issues of potential concern to the international community, particularly those of a regional nature related to road safety, rural and urban transport and develop programmes to address them;3. Plans, manages, supervises, carries out and oversees the management of activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate;4. Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others;5. Provides direct substantive input to intergovernmental bodies, such as the Economic and Social Council, the Commission sessions and its subsidiary bodies, by offering strategic advice, technical guidance and assisting in developing a consensus.6. Prepares, contributes and finalizes reports on transport development issues for issuance by the United Nations; 7. Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates; 8. Prepares inputs for the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery;9. Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates;10. Recruits staff for Section taking due account geographical and gender balance and other institutional values;11. Manages guides, develops and trains staff under his/her supervision;12. Fosters teamwork and communication among staff in the Section and across organizational boundaries;13. Conceives, plans, participates and manages in international, regional or national meetings and provides substantive expertise on emerging issues in relation to road safety, rural and urban transport; 14. Performs other related duties as required.

Advanced university degree (Master’s degree or equivalent) in transport engineering, transport economics or related area is required. Ph.D. degree in any of the above fields is desirable. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
工作经验
A minimum of 10 years of progressively responsible experience in transport is required. Proven experience in new and emerging policy, planning, institutional, regulatory and technical issues related to road safety, rural and urban transport is highly desirable. Five years of work experience at the managerial level in related areas is required. Practical experience in policy, planning, legislation and/or research in two or more of the above fields is highly desirable. Work experience in the Asia-Pacific region is an asset.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Excellent English writing skill is desirable. Knowledge of another UN official language is an advantage.
