工作内容
Within delegated authority, the Human Resources Officer will be responsible for the following duties:
•Provides advice and support to managers and staff on human resources entitlement related matters.
•Prepares special reports and participates and/or leads special human resources project.
•Keeps abreast of developments in various areas of human resources.
•Prepares job offers for successful candidates.
•Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.
•Provides advice on interpretation and application of policies, regulations and rules as they relate to entitlements and benefits. Reviews and provides advice on exceptions to policies, regulation and rules.
•Administers and provides advice on salary and related benefits and travel. •Advises the HR Partners under his/her responsibility regarding personnel administration, staff benefits and entitlements, monitors all transactions performed by the HR partners under his/her responsibility to ensure accuracy and quality
••Provides advice and support to managers and staff on staff entitlement related matters.
••Reviews requests for exceptions and makes decisions for transactions under his/her authority (including change of personal status), or escalates to OHRM.
••Periodically monitors operational activities of HR assistants under supervision, ensures the accuracy and efficiency of all transactional and operational process as per established SOPs and benchmarks.
•Determines and recommends benefits and entitlements for staff on the basis of contractual status.
•Reviews policies and procedures and recommends changes as required.
•Identifies and analyzes staff development and career support needs for the team under his/her responsibility and designs programmes to meet identified needs...Assesses training needs, identifies, designs and delivers training programmes to staff at all levels throughout the Organization, as required.
•Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.

专业要求
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
工作经验
A minimum of five years of progressively responsible experience in human resources management, administration or related area, of which two years of experience in an international organization, is required. Experience in SAP or similar ERP system is required. Experience working with global recruitment systems such as PeopleSoft is required. Supervisory experience is desirable.
语言要求
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage
