工作内容
1. Manages CCAC processes and oversight related to Calls for Proposals and project management:
• Runs the CCAC’s Call for Proposals process, in line with the CCAC Board’s decisions and the CCAC annual Work Plan & Budget;
• Reviews project proposals, work plans and associated budgets, and provides advice to the Head of the CCAC Secretariat, and by extension the CCAC Board;
• Manages the development, implementation and evaluation of approved projects in line with the CCAC 2030 Strategy;
• Takes an active project management approach (e.g. using PRINCE2 methodologies) to all CCACfunded projects;
• Prepares CCAC partnership agreements with implementers ensuring alignment with the CCAC 2030 Strategy and CCAC Board decisions, and in full compliance with UN/UNEP rules and regulations;
• Monitors and analyzes project development and implementation; prepares and reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
• Provides internal CCAC Secretariat team updates on a regular basis, in relation to functions above;
• Convenes and organizes consultations with partners on relevant topics, engagement strategies and hubs, and to ensure high-quality inputs for joined up funding proposals.
2. Supports CCAC governance, donor reporting, and partnership engagement:
• Prepares various written outputs (e.g. draft background papers, analysis, inputs to publications) in support of the Head of the CCAC Secretariat reporting to the UNEP senior management and the CCAC Board, the CCAC Annual Meeting and/or Climate & Clean Air Ministerial meeting, as required;
• Provides updates and raises issues or successes to the level of the CCAC Board for advice, information or decision;
• Manages the project inputs to an internal CCAC database for monitoring and evaluating CCAC progress, in line with the CCAC 2030 Strategy and relevant CCAC resource mobilization efforts;
• Provides project inputs to the CCAC Annual Report and from monitoring project outputs, identifies opportunities for communication;
• Organises outreach activities, workshops and/or virtual events, with a view to engaging partners, regional or other bodies in the work of the CCAC, to ensure partners’ full understanding and with a view to encouraging collaboration and high quality commitments;
• Seizes opportunities for collaboration beyond the CCAC, advising on how the CCAC can add value to UN regional or country work, particularly in Asia-Pacific region, and on work to address reductions of high-GWP hydrofluorocarbons (HFCs), methane and black carbon, and to develop strategic partnerships with relevant initiatives or bodies, including with the private sector.
3. Supports Coordination and Liaison between CCAC and UNEP:
• Assists UNEP divisions/offices/units/teams to understand SLCP issues that applies to their work area, with a focus on methane, HFCs and efficient cooling;
• Supports coordination of CCAC activities with relevant UNEP programmes and projects; including with Regional Offices for relevant CCAC activities and events (focus on Asia and the Pacific);
• Provides inputs to briefing notes and other written inputs on CCAC related topics for UNEP management.
• Performs other duties as required.

专业要求
Advanced university degree (Master’s degree or equivalent) in natural sciences, physical sciences, environment development studies or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
工作经验
A minimum of five years of progressively responsible experience in environment, climate change, international development, or a related field is required.
Experience in climate change, Hydrofluorocarbons (HFCs), ozone and/or air pollution related issues is required.
Minimum of three years work experience at the national level is required.
Experience working in a developing country context, including working with donors/Official Development Assistance (ODA) is desirable.
Experience with project management and managing implementer agreements, particularly in the UN system or similar international organization, is desirable.
Familiarity with modalities, policies and processes practiced by international agencies, financial institutions, NGOs, government agencies (including the European Commission), and international private sector organizations is desirable.

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN language is desirable.
NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
